
Among the goals of the State Regents is the encouragement of economic development, applying scientific, professional and technological expertise to promote economic progress. Increased levels of research activities at Oklahoma's regional universities and community colleges indicate a need to develop technology transfer capabilities at these institutions. The State Regents have approved a pilot program to facilitate intellectual property development and technology transfer activities at these universities and colleges to provide a process whereby these institutions can obtain patents and licenses for faculty inventions.
Funding will be provided by the Oklahoma State Regents for Higher Education and Oklahoma EPSCoR.
Oklahoma Regional University and Community College faculty are eligible.
The university or college will hold ownership of the patent.
Commercial potential will be evaluated by i2E.
Help will be provided to find a licensee.
Faculty members will submit an invention disclosure form to the State Regents for Higher Education who will then submit it to Innovation to Enterprise (i2E) for evaluation. Funds for this evaluation will be provided by Oklahoma EPSCoR through commercialization vouchers. i2E will provide a snapshot assessment of the commercial potential of the invention.
A State Regents' Patent Advisory Committee will make a timely recommendation concerning possible filing of a patent. If a patent is to be filed, the State Regents will defray the expenses of patent prosecution under an Agreement with the Firm of Dunlap, Codding and Rodgers. Should it be determined that a patent not be filed, the university or college President will be notified and the university will be free to pursue a patent at its own expense, or the rights returned to the faculty member.
Ownership of the invention would reside with the regional university or community college employing the faculty inventor. Royalty sharing agreements will need to be in place, or enacted.
i2E will undertake the obligation to attempt to secure a licensee for the patent. The university or college owning the patent would have final say on whether or not to enter into such agreements.
Faculty interested in being considered should complete and submit the Disclosure Form.
